Leadership

LWL strengthens school leadership and governance across the education system, from foundational learning through Junior Secondary Schools, Senior Secondary Schools, and Technical and Vocational Secondary Schools, recognising effective leadership and governance as critical drivers of sustained school improvement. LWL equips school leaders and School Boards with the leadership, management, and governance capabilities to set clear improvement priorities, strengthen accountability, use evidence to drive performance, and ensure that schools are safe, inclusive, and focused on learning.

From strengthening foundational literacy and numeracy to supporting learners’ progression through secondary and technical and vocational education, LWL builds the capacity of schools to identify and address barriers to learning, respond to the needs of every learner, and continuously improve the quality of teaching and learning. This strengthens the line of accountability between school leadership, teaching quality, and learner outcomes, contributing to the Government’s ambition of ensuring that every learner is in school, learning, progressing, and equipped with the knowledge and skills to contribute to nation-building.

A unified performance management system connects schools, District Education Offices and national agencies, supported by School Quality Assurance Officers conducting regular school visits. Through the School Leadership Programme, school leaders receive accredited, year-long training, while every school develops and implements a learning-focused School Improvement Plan.
